Provide technical support for environmental impact assessment management

  During my tenure as the Party secretary at the Chinese Research Academy of Environmental Sciences, through various investigations, I felt that the work of the Environmental Engineering Evaluation Center (hereinafter referred to as the "Evaluation Center") of the Ministry of Environmental Protection was extremely important. It serves as a technical support unit for the government's regulatory department in reviewing construction projects.
  Construction project environmental management refers to the activities undertaken by the state to supervise and manage development and construction activities using various means to avoid or reduce the adverse impacts of development and construction projects on the environment. It is a crucial component of national environmental management. Therefore, through my investigations, I proposed strengthening the construction of the Evaluation Center, expanding and improving it, transforming it from a bureau-level unit under the Academy to a directly affiliated institution of the Ministry of Environmental Protection, increasing its staffing, and enhancing its functions.
  However, when initially proposing the separation of the Evaluation Center from the Academy, there were differing opinions. Some argued that environmental protection is a relatively new field with limited technical strength, and the Evaluation Center housed a significant portion of this expertise. Separating this unit would essentially remove a part of the Academy's technical capabilities, weakening its existing resources.
  The suggestion to separate the Evaluation Center was approved by the Party leadership group of the Ministry of Environmental Protection, after which the independent Environmental Engineering Evaluation Center of the Ministry of Environmental Protection was established. In fact, after becoming independent, the Evaluation Center has played a greater role in environmental management of construction projects as the technical support unit for the Ministry of Environmental Protection's construction project environmental management.
  I believe the Evaluation Center is a technical support unit for the administrative management of the Ministry of Environmental Protection, and its management requirements reflect the requirements of national environmental laws, regulations, and policies.
  Over the past 20 years, the Evaluation Center has reflected the requirements of relevant environmental laws, regulations, and policies in the review of construction project environmental management. Existing pollution can only be addressed through financial remediation, but new projects must be constructed and managed in accordance with national laws, regulations, and policies to prevent new pollution and avoid adding further burden to the environment. This is extremely important.
  I hope that in its future development, the Evaluation Center can fully leverage its strengths and fully integrate the Ministry of Environmental Protection's future environmental laws, regulations, and policy standards into the environmental management of construction projects, effectively controlling pollution from new projects, and playing a significant role in alleviating environmental pollution pressure, reducing existing pollutant emissions, and improving the environment.
