If a structure exceeds a certain specific state, it cannot meet a certain functional requirement stipulated in the design. This specific state is called the limit state of that function. Like other building structures, the limit states of steel structures are divided into ultimate limit states and serviceability limit states.
① Ultimate Limit State: Refers to the limit state when the structure or component reaches its maximum load-carrying capacity, or when deformation occurs that is unsuitable for continued load-bearing. This includes overturning, strength failure, loss of stability, fatigue failure, the structure becoming a kinematic system, or excessive plastic deformation.
② Serviceability Limit State: Refers to the limit state when the structure or component reaches a certain specified limit value for normal use or durability performance. When this limit value is reached, although the structure or component still has the ability to continue carrying loads, the deformation produced under normal load has made the structure or component unsuitable for continued use. This includes excessive deformation and local damage under static load, or violent vibration under dynamic load.
Let R represent the resistance of a structure or component, and S represent the effect of the action on the structure or component. Z = R - S = 0 represents the limit state. Because R and S are affected by many random factors and have uncertainty, they are random variables and should be analyzed using probability theory.
The fundamental problem to be solved in steel structure design is to choose an optimal balance between structural reliability and economy, so that the structure built in the most economical way can meet various predetermined functional requirements with appropriate reliability. The theory of structural reliability has developed rapidly in recent years, and structural design has moved from the traditional deterministic design method to the limit state design method based on probability theory.

The probabilistic limit state design method treats factors that affect structural function as random design variables. Therefore, the predetermined function of the designed structure can only be achieved with a certain probability guarantee. That is, it is considered that no design can guarantee absolute safety, but there is a certain risk. However, as long as the probability of failure is small enough to be acceptable, the designed structure can be considered safe.
