New government-funded construction projects fully implement green building standards

Recently, reporters learned from the Municipal Housing and Construction Commission that the "Several Opinions on Accelerating the Development of Green Buildings in Our City" has been issued and will be implemented starting August 22 this year. Among other things, starting this year, newly approved government office buildings and large public buildings with a single building area exceeding 20,000 square meters must fully implement green building standards and set up energy consumption sub-metering systems and connect to the city's building energy consumption monitoring platform. Real estate development enterprises are also encouraged to build green residential communities.
This opinion emphasizes that, starting in 2014, newly approved government-funded construction projects, affordable housing projects, and large public buildings of 20,000 square meters or more will fully implement green building standards. Government-funded projects include buildings such as government offices, schools, hospitals, museums, and science and technology museums; large public buildings include airports, stations, hotels, restaurants, shopping malls, and office buildings.
According to the goal, by the end of the Twelfth Five-Year Plan period, our city will implement 10 million square meters of green buildings and complete energy efficiency renovations of 1 million square meters of existing high-energy-consuming buildings.
In addition to energy efficiency requirements for newly approved buildings, existing buildings will also undergo energy efficiency renovations. The opinion states that pilot demonstration projects for energy efficiency renovations of existing buildings will be carried out to explore renovation models and technical routes. In addition, large public buildings, government office buildings, and hospitals will be prioritized, with pilot projects focusing on solar water heater renovations for hotels and school dormitories, guiding social capital investment in the building energy efficiency sector.
Government-funded affordable housing projects and residential industrialization pilot projects will gradually implement full decoration. New residential buildings are encouraged to have one-time decoration or menu-style decoration, promoting the integration of personalized and industrialized decoration. It will also combine the development and application of residential industrialization and green energy-saving technologies to create a number of high-end element aggregation platforms and industrialization bases.
In addition, special fiscal funds will be established to support green buildings and energy efficiency renovations of existing buildings in phases year by year. Policies will also be developed to lower the presale threshold for green buildings, and pilot programs will be encouraged to provide rewards for green floor area ratio and exemptions from associated fees.
